EnvelopeStorageNG: error under heavy load

Running the 'complex' xbus-play scenario with envelope storage "sql-ng" reveals a bad behavior when multiple fragments are saved at the same time:

Caught panic: pq: could not serialize access due to read/write dependencies among transactions'

We need to reproduce this in the envelope storage test suite, then fix it.
