Based on Odoo 15 - requirements are almost the same.

It leaves the installed module path alone and also avoids ending up with empty directory in the odoo clone’s
odoo/addons directory.

This is already done in docker_dev_start.
It is more compatible with installed modules.

Also update import_base_import to allow any Odoo version starting with 11.0.
